SAN JOAQUIN SUPERIOR COURT BENCH
The Judges of the Superior Court of California, County of San Joaquin are pleased to announce that former Chief Deputy District Attorney Michael Mulvihill will soon take the oath of office as San Joaquin County’s newest Superior Court Judge. Mr. Mulvihill was elected to the bench by the voters of San Joaquin County during the general election this past November. Prior to his election to the bench, Mr. Mulvihill worked for the San Joaquin County District Attorney’s Office for 16 years. His career with the District Attorney’s office is distinguished. In 1998, Mulvihill was hired as a Deputy District Attorney assigned to the Domestic Violence Unit. He quickly became the lead felony prosecutor in the Domestic
Violence Unit for the Violence Against Women’s Act Grant. Shortly thereafter, he was promoted to the Gang Prosecution Unit where he vertically prosecuted major violent gang crimes, including murder. In May 2005, Mulvihill was promoted to Supervising Deputy District Attorney for the Family Crimes Unit, which involved prosecuting domestic violence, stalking, elder Abuse (physical and financial) and real-estate fraud cases. In 2008, he was promoted to Supervising Deputy District Attorney of the Felony Trial Unit, where he oversaw nineteen Deputy District Attorneys. During this time, he was also the lead prosecutor for the Department of Juvenile Justice, and was the on-call felony prosecutor for the Stockton area. He was also responsible for the training of local law enforcement, felony prosecutors, and misdemeanor trial team. Mulvihill also served as the lead prosecutor for U.S. Department of Justice’s “PROJECT
GIDEON” and he was co-lead prosecutor for the Project CEASEFIRE. In addition to his duties as a supervisor, he also prosecuted violent felonies including homicide cases. Mr. Mulvihill’s dedication to the people of San Joaquin County is not only manifested through his work in the District Attorney’s office, but also through his involvement in the legal
field and community. He is and has been an active board member with numerous organizations including the Consuelo M. Callahan Inn of Court, Stockton Crime Stoppers, Pacific Legal Scholars, Board of Governor’s San Joaquin County Bar Association, and was the President for the San Joaquin County Bar Association in 2014. Mulvihill has been an instructor for the California District Attorneys Association since 2008, training prosecutors in the state of California on evidence, gang prosecution, and domestic violence prosecution. Mulvihill has been a vigorous advocate of crime prevention by speaking at schools about methods to stop and break the cycle of violence. In recent years, Mulvihill has made cyber
bullying presentations throughout the county to curtail the in-school and online abuse which has become rampant in recent years. He has also instructed children and adolescents in this community about the dangers of gangs, how to avoid and ultimately how to quit them.
Mr. Mulvihill earned his Bachelor of Arts degree in Political Science from the University of San Diego in 1994 and Juris Doctorate Degree from Gonzaga University School of Law in Spokane, Washington in 1998. He graduated from St. Mary’s High School in Stockton. Mulvihill is the Assistant Coach of St. Mary’s High School Varsity Lacrosse team. Mulvihill is married with one son. He is dedicated to ensuring justice and maintaining the highest level of integrity of the law for the county he has called home nearly all of his life. Judge Michael J. Mulvihill Jr. began his legal career as the deputy district attorney with the San Joaquin County District Attorney’s Office. Mulvihill remained with the D.A.’s office until being elected to the Superior Court in 2015.

San Joaquin County Judge accused of DUI after crashing near Calaveras River
STOCKTON, Calif. — A San Joaquin County judge was arrested New Year’s Day the Stockton Police Department said.
Officers responded to a report of a crash on Pacific Avenue at the Calaveras River, steps away from the University of the Pacific campus. The crash happened shortly before 6 p.m. Jan. 1.
On scene, officers arrested Judge Michael Mulvihill who was then booked into San Joaquin County Jail on misdemeanor DUI charges, the Stockton Police Department confirms.
Mulvihill was elected to the bench at the San Joaquin County Superior Court by 98.5% of voters during the 2014 primary election. He ran unopposed. He was sworn in during a public ceremony in January 2015.
Since his swearing in, Mulvihill has served as the judge on several criminal cases and is one of 19 judges assigned to the court’s criminal division.
Before starting as a judge in San Joaquin County, Mulvihill served as a deputy district attorney with the San Joaquin County District Attorney’s Office focusing on domestic violence.
His tenure with the District Attorney’s Office saw him becoming the office’s lead felony prosecutor in the domestic violence unit. While at the Office, Mulvihill played a role in training local law enforcement.
The San Joaquin County District Attorney’s Office has referred the case to the Attorney General’s office for review, according to spokesperson Elisa Bubak.
Mulvihill is no longer being held in San Joaquin County Jail, according to jail records.
ABC10 reached out to the San Joaquin Superior Court for comment, but court spokesperson Stephanie Bohrer said the court is ethically precluded from commenting on impending and pending cases.
